'The Torch' (Jean-Claude Van Damme) is an unstoppable serial killer who is cloned by FBI scientists so that he can be captured. The detective who thinks up this unprecedented plan (Micheal Rooker) has been trying to capture the Torch, and uses the Torch's DNA samples for the cloning.
